Allow / block lists for phone country codes require a balance of
250+ credits. You currently have

Filter phones by their inferred ISO 2-letter country code
(e.g. US, IN, GB, AU).
Country comes from libphonenumber's parse plus dial-code lookup. Phones
whose country can't be determined are dropped by the allowlist
(cannot confirm a match) and kept by the blocklist (cannot confirm
exclusion). Emails are never affected by these.
